Job Description:

Neustar is looking for a Technical Manager experienced in leading DevOps teams that are focused on Service Delivery.  Our Service Delivery teams are made up of 6-10 technologists who have end to end ownership of 3-5 customer facing services.  The team's charter includes engineering, deployment, monitoring, alerting, assurance and support.  Candidates must have a history of managing geographically diverse and highly available (99.99%+) platforms with limited or no maintenance windows.    Success is achieved by bringing together functional teams (product, architecture, development, test, security, compute, network) and providing a shared vision that focuses on the customer experience. 

Neustar services utilize a wide range of technologies.  Candidates must be able to quickly adapt to new technologies and architectures.  In addition to a broad technical background (compute, network, software and database), the ideal candidate will have experience in the following areas:

    Visualization : Splunk, Kentik, Sensu, Tableau

    Data : Oracle, MySQL, MongoDB, Hadoop

    Assurance : SOX, PCI, ISO, ITIL, BC/DR

    Foundations : AWS, Ubuntu, CentOS, routing and switching, peering, CDN and service delivery at the edge

Operational visualization and capacity management skills are a must.  Demonstrated automation skills (CI/CD, synthetic testing, incident response) is essential.  Experience with public (AWS, Azure) and private (KVM) cloud platforms is a plus.  All candidates must be able to communicate their strategies for building teams that deliver high quality enterprise services to customers.

The Service Delivery team is responsible for ensuring that all layers of the technology stack are appropriately monitored and supported.  This requires collaboration with teams in many functional disciplines that work at locations around the world.  Candidates must have superb communication skills that include the ability to deconstruct unknowns, clarify ambiguity, document requirements, define acceptance criteria and write policy documents.  The ability to develop strategic plans, develop and execute on continuous improvement activities and ensure commitments are met will be critical to success.  Managers must have the ability to influence individuals and hold them accountable.
